Responsibilities:

Office of the Undersecretary for Defense for Research and Engineering Mission Integration Division (OUSD(R&E)) conducts mission engineering, analysis, and integration expertise to produce objective insights and analytic justification to inform future technology and capability investment decisions within the Planning, Programming, and Budgeting Execution (PPBE) process and aid in the prioritization, alignment and validation of requirements within Joint Capabilities Integration and Development System (JCIDS) to deliver modernized capabilities that enable an all domain joint force aligned with future Joint Warfighting Concepts. The team constructs, manages, and conducts discrete mission threads (MTs) and mission engineering threads (METs) and analysis study tasks to evaluate the efficacy of legacy architectures and new technologies and capabilities applied in new mission concepts of employment to meet evolving joint mission objectives.

As a Digital Engineer with MTSI you will work as an integral member of a government/contractor team in support of our customer's operations organization. As a systems engineering team member, you will work on all aspects of systems hardware and software - from design and analysis to integration and testing. In this role, you will prepare acquisition documents, generate system concept of operations and requirements documents, critique contractor produced preliminary design and segment requirements, and participate in system testing and integration using model based systems engineering tools and techniques. Your work will encompass advanced systems, such as command and control elements and data processing systems.

Qualifications:

• Understand the fundamental enablers that digital engineering can provide to support Mission Integration / Engineering activities.
• Lead the development, Support implementation, and evolution of a digital cloud-based (hybrid IT architecture) environment/ecosystem for ME activities.
• Experience in supporting technical, managerial or operational fields and have expert credentials or be recognized as an authority and have the mature judgement required to advise senior government personnel. (Moved from lower in the list)
• Ensure that digital engineering/modeling and simulations tools are available and used when required during mission engineering analyses to evaluate changes to mission threads and mission engineering threads to assess mission outcomes.
• Support the development of scenarios, vignettes, mission threads and mission engineering threads, support best practices, and share with practitioners.
• Store these artifacts in a digital engineering environment for future ME reuse.
• Support the development of a digital simulation operational analysis environment, using AFSIM, that includes red and blue models and interaction for Mission Engineering analyses in support of the Rapid Defense Experimentation Reserve (RDER) initiation – specifically the Mission (Engineering) Analysis Working Group (MAWG), led by the Chief Engineer for Mission Engineering.

• Serve in a leadership role to support the modelers developing MTs/METs
• Minimum of 15 years of experience
• Experience developing system solutions to complex and challenging DoD problems
• Experience leading the planning and execution of complex mission and systems analysis efforts.
• Experience leading Systems Engineering (SE) tasks including:
o Technology Analysis and Assessment, System Definition, Systems Analysis, Systems Architecture development and architecture products for Systems of Systems (SoS)
o Kill chain analysis, SE tradespace and analysis to define capability gaps
o Modeling and Simulation activities for mission improvement, and Logistics support of DoD systems.
• Demonstrates strong oral and written communication skills across various stakeholders at varying levels of leadership/seniority
• Experience communicating, interfacing, and interacting with Joint Staff, Services, and warfighters to coordinate engineering and analysis needs and analytic results.

Desired Experience:

  • Master's degree in systems engineering or related field, or the equivalent combination of education and related experience.
  • Understanding of multi-segmented system architecture utilizing tools such as MagicDraw, IBM Rational Rhapsody, Sparx Enterprise Architecture (EA) or Cameo EA Suite
  • Knowledge in Java and Javascript usage for macro development in EA tooling
  • Understanding of versioning control and database management
  • Experience and a demonstrated record of success developing and implementing innovative solutions for a diverse range of highly complex multi-disciplinary problems and devising corrective actions where necessary.
  • Proficient using systems engineering modeling tools (e.g. CORE, Cameo Systems Modeler, MagicDraw or MapleMBSE) to support system requirements, design, analysis, verification & validation, and continuing throughout development and later life-cycle phases.
