Responsibilities:

POSITION OVERVIEW
The contractor shall apply knowledge of the fundamentals of configuration and data management (CM/DM) to support Anti-Tamper Executive Agent Program Office (ATEA PO) (AFLCMC/XA-AT) projects and programs. The contractor shall provide an experienced and motivated professional with the necessary experience to support the program office by independently executing the following configuration and data management tasks:


ROLE AND RESPONSIBILITIES


a. Accomplish CM/DM tasks necessary to support management operations functions within AFLCMC/XA-AT. The Contractor shall provide an understanding in commercial CM standards and practices to support program office or higher level taskings.
b. Establish and maintain consistency of a product’s performance, functional, and physical attributes with its requirements, design, and operational information throughout its life; analyze the impacts of the configuration management change process on lifecycle sustainment.
c. Provide support in the preparation and maintenance of Contract Data Requirement List (CDRL) for inclusion in Request for Proposals (RFPs), contracts, and contract modifications. This task will be performed using either automated or manual processing systems as specified in the applicable contract; provide support to receive, log-in, track and maintain current status of contract data deliverables; assist with maintaining electronic and manual data management files; and provide associated historical information.
d. Plan/implement Functional Configuration Audits (FCAs) and Physical Configuration Audits (PCAs) and confirm the adequacy of data used to support these audits.

e. Participate in government reviews/meetings/working groups as applicable and in Government and industry teams for the resolution of complex configuration management issues.
f. Assist in developing the Configuration Control Board (CCB) charter, and assist in the preparation and conduct of CCBs and Business Management Boards (or their equivalent); assist in maintaining change proposal files; and assist in providing historical information.
g. Review/develop/update applicable program documentation for configuration/data management relevant requirements.
h. Review program-unique specifications to include system specifications, development specifications, and product specifications for both hardware and software, for proper format, content, and compliance with program requirements and appropriate standards; and track the requests through the appropriate Government agencies for responding back to the customer.
i. Support the configuration control function, to include receipt, dissemination, processing, tracking, and final disposition of ECPs, CCPs, Requests for Deviation/Waiver (RFD/RFW), Deficiency Reports (DRs), Service Introductions; review change proposals for thoroughness, configuration and data management impacts and compliance with Government requirements; make appropriate recommendations for government review and disposition.
j. Monitor the closure of DRs; monitor investigations; process and dispose of exhibits; respond to inquiries from field units, contractors, etc.; conduct briefings; and generate reports for management on DR status and trends.
k. Conduct FCA, PCA, and compliance audits, to include audit planning, auditing hardware and software configuration items (CIs), and disposition and tracking of action items and minutes, and support other program and engineering reviews and technical interchange meetings, at Government and weapon system contractor facilities.
l. Maintain configuration status accounting databases and records to reflect the configuration status of baseline documentation.
m. Assist data users and requesters with the selection and tailoring of Data Item Descriptions (DIDs); preparation of one-time and standard DIDs; and filling out Data Management forms such as CDRL and Contractor Data Requirements Substantiation (AF Form 585); update and maintain data management files and associated DID files.
n. Provide support and expertise in organizing and issuing Data Calls in support of XA-AT programs and projects. This support shall include drafting of Data Call letters for Government review and release.

o. Apply knowledge of distribution statements and Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS) data rights clauses; evaluate change proposals for impacts to data; monitor the delivery and approval of contract technical data.
p. Support data reviews. This support shall include integrating inputs from Program Office/IPT functionals into draft CDRLs, preparing data review documentation, participating in data reviews, drafting data, reviewing minutes, and following up and maintaining statuses of action items.
q. Provide engineering data management support for program requirements to include preparing or updating and maintaining any Engineering Data Management Plan; establish and maintain an Engineering Data Activity File; and providing technical support in the preparation of and conduct of Engineering Data Guidance Conferences and engineering drawings In-Process Reviews (IPRs).
r. Provide research, analyses, studies, documentation, briefing development, and assistance in briefing delivery as required to support program office or higher level activities. Participate in government review/meetings/working groups as applicable and in Government and industry teams for the resolution of complex configuration management issues.
s. Manage/review/develop/update applicable program documentation for configuration and data management including, but not limited to:
1) Policy draft staffing, coordination and tracking
2) Training and course material updates and distribution
3) Assessment report receipt tracking, marking, filing, requests and distribution
4) Managing, tracking and consolidating CPAR inputs
Desired Experience and Qualifications:
• Extensive knowledge of Government policies, directives, standards, handbooks, pamphlets, as well as DoD adopted industry standards relating to CM/DM.
• Demonstrated knowledge of CM/DM input requirements for program plans and SOWs, PWSs, CDRLs, Section L - Instructions to Offerors, and Section M - Basis for Award for RFPs, Military Standards (MILS) and Change Letters.

Qualifications:

• Possess a Bachelor's degree (Experience may be considered lieu of education and waiverable with customer approval)
• Minimum of 5years of relevant DoD work experience 
• No less than three (3) years’ experience in a SAP and/or SCI environment within the last five (5) years (years of SAP/SCI experience may be waiverable with customer approval)

• Possess an active Top Secret security clearance, based upon a Single Scope Background (SSBI or SBPR).
• Must be eligible for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) access.
