Modern Technology Solutions, Inc. (MTSI) is searching for a Program Management Specialist to join our team.  You will support the sustainment and modernization of the Mobile User Objective System (MUOS).  MUOS is a United States Space Force (USSF) Narrowband Satellite Communications (NBSC) program at Space Systems Command (SSC), that supports a worldwide, multi-service population of users in the ultra-high frequency (UHF) band.

As a Program Management Specialist with MTSI you will support the sustainment and modernization of the Mobile User Objective System (MUOS). MUOS is a United States Space Force (USSF) Narrowband Satellite Communications (NBSC) program at Space Systems Command (SSC), that supports a worldwide, multi-service population of users in the ultra-high frequency (UHF) band.

Your essential job functions will include but may not be limited to:

  • You will provide Advisory and Assistance Service (A&AS) to SSC for procurement of additional satellites, ground systems and follow-on capability to the MUOS program.


  • 5+ years' demonstrated experience in DoD Program Management.
  • Execution of DoDD 5000.01, DoDI 5000.02, SECNAVINST 5000.2 series governing acquisition programs in the DoD Components, and other acquisition management policies addressed in DoD 5000 series.
  • Executing acquisition resource requirements (DoD 5000 series, applicable OMB circulars, Defense Acquisition Guide, DoD Guide to Planning and Scheduling, etc.) as demonstrated by a working knowledge of contents and application of each in the acquisition life cycle for ACAT and NoN ACAT programs/projects.
  • Executing scheduling requirements (Integrated Master Schedule, Work Breakdown Structure, etc.) as demonstrated by applying the application and principals in developing and managing integrated schedules and scheduling products, and ensuring actual events feedback into the scheduling process.
  • Providing risk management as demonstrated by identifying risk drivers, dependencies, root causes, and developing risk mitigation/consequence management strategies throughout the program total lifecycle.
  • Experience with providing administrative and technical support services in the preparation and maintenance of logistics documentation.
  • Experience with providing support for and coordinating the review of all required documentations in support of Independent Logistics Assessments (ILA).
  • Experience with evaluating system support requirements in accordance with DoD and Navy instructions and regulations.

Education Requirements:  

  • Bachelor’s degree from an accredited college or university.

  • Master’s degree from an accredited college or university, (DESIRED).

Certification Requirements: 

  • Defense Acquisition Workforce Improvement Act (DAWIA) Level II or Level III Program Management Certification
  • Project Management Professional (PMP) Certification.

Clearance Requirements:

  • Active SECRET clearance.
  • TS/SCI clearance, (DESIRED).
  • U.S. Citizenship is required for this position.
