Asthe Financial Manager for Innovative Technologies,you will supporta Congressionally directed program to accelerate the procurement and fielding of innovative technologies (APFIT).  The APFITprogramprovides “bridge funding” to small business and nontraditional defense Contractor-oriented effortsThis program enablesthe transition of new technologyfrom development across the “Valley of Death” into production, and it ensures the viability of those smaller businesses.

Daily work is conducted as an integrated team member of the Multi-Domain Joint Operations (MDJO) Directorate under the Deputy Chief Technology Officer for Mission Capabilities (DCTO(MC)) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).

Work locations are in the DC metropolitan area with opportunities for situational telework.

Primary responsibilities are to:

  • Perform financial management tasks supporting the execution of a Congressionallydirected program to accelerate the procurement and fielding of innovative technologies (APFIT) from small businesses and other non-traditional defense contractors.
  • Manage program funding provided to small businesses that enable the transition of advanced technologies from development, across the acquisition “Valley of Death,” into production.
  • Prepare financial materials and analytic reports providingdata on monthly resource requests, obligations, and execution.
  • Contribute to the development of program and budget submissions, budget exhibits (e.g., R-docs, P-docs, and R-2s), and POM inputs.


  • 10 years of financial management experience.
  • Bachelor’s degree
  • Active SECRET clearance.
  • Experience entering and maintaining budget exhibits and Military Interdepartmental Purchase Requests (MIPR), sub-allocations, and Inter-Agency Agreement (IAA) funding documents.
  • Knowledge of Governmental financial activity systems (e.g., G-Invoicing, Defense Agencies Initiative (DAI) financial management tools, and the Defense Technical Information Center).
  • Experience tracking and managing funding activities of obligations and expenditures; monitoring program budget execution; preparing documentation to support the budgetary process; identifying/tracing financial discrepancies and coordinating corrective action; and providing data updates to financial management tools.
  • Executive presence with highly effective communication and interpersonal skills.
  • Self-starter, able to take initiative and accomplish work independently with minimal guidance.
  • Must be highly organized with strong attention to detail.
  • OSD, Joint Staff,and/or Service Staff experience is desired.
