Mission Engineering Study Team Analytical Lead

Modern Technology Solutions, Inc. (MTSI) is seeking a Mission Engineering Study Team Analytical Lead located in Alexandria, VA for on-site support for mission engineering, analysis, and integration expertise to produce objective insights and analytic justification to inform future technology and capability investment decisions within the Planning, Programming, and Budgeting Execution (PPBE) process and aid in the prioritization, alignment and validation of requirements within Joint Capabilities Integration and Development System (JCIDS) to deliver modernized capabilities that enable an all domain joint force aligned with future Joint Warfighting Concepts.

Responsibilities:

As a Mission Engineering Study Team Analytical Lead with MTSI, you will lead a team to provide in-depth analysis in support of a OUSD R&E mission. Employee will serve as the senior analytic member of a team of analysts, engineers, and modelers conducting Mission Engineering studies for OUSD R&E in accordance with the Mission Engineering Guide 2.0 (https://ac.cto.mil/wp-content/uploads/2023/11/MEG_2_Oct2023.pdf). In this role, the Study Lead will assist in developing the study plan, identifying needed resources (personnel, modeling tools, etc.), socializing the study with stakeholders, executing the study, and authoring the study final report.

This position will be in the National Capitol Region.

Your essential job functions will include but may not be limited to:

• Development of study scope, Key Questions, partnering organizations, external teaming opportunities, and execution plans.
• Understand complex scenarios, CONOPs, CONEMPs, and system-of-systems interactions to assist the team’s overall knowledge base and inform leadership.
• Understand Mission Architecture inputs, development, implementation, and connections to CONOPs, CONEMPs, and mission-level modeling & simulation (M&S) efforts for the Mission Threads and Mission Engineering Threads being constructed.
• Understanding of mission-level analysis objectives, tools, limitations, constraints, and how Mission Characterization and Architectures feed M&S activities.
• Track progress, solve problems, identify risks, develop mitigations, maintain information flow to team and leadership.
• Develop Kickoff, IPR, and Final briefings along with Study final products.
  

Qualifications:

• Minimum of 10 years of experience.
• This position will require a strong ability and willingness to work in a team environment.
• Candidates must possess and demonstrate proven communication skills – written and verbal.
• Must be a motivated self-starter who is able to work both independently and in a collaborative team environment, often with minimal guidance and within rigid timelines.
• Must have outstanding communication skills in conveying complex technical issues and in providing comprehensive written, oral and/or digital products.
• Must also have outstanding technical writing and presentation development skills.
  

Desired Skills:

• Experience developing system solutions to complex and challenging DoD problems.
• Experience planning and executing complex mission and systems analysis efforts.
• Experience conducting systems engineering tasks including Technology Analysis and Assessment, System Definition, Systems Analysis, Systems Architecture development and architecture products, and Logistics support of Department of Defense (DoD) systems.
• Expert in assessing threat kill chains operations and identifying exploitable vulnerabilities, analyzing mission threads and blue force system kill chains to identify capability gaps and solutions, developing system models, constructing and executing simulation and analysis plans, conducting trade studies and sensitivity analysis, interpreting and synthesizing results and translating them into concise and comprehensive artifacts for documenting and communicating to multiple audiences.
• Experience leading teams in the planning and execution of complex mission and system analysis efforts.
• Experience interfacing with Joint Staff, Services, and warfighters to coordinate engineering and analysis needs and analytic results.
• Expert-level experience in one or more of the following areas: JADC2; C2BMC; Long-Range Fires; Space Operations; Position, Navigation and Timing; Electromagnetic Spectrum Operations; or ISR.

Education Requirements:  

• Bachelors: in any field AND, Masters: Operation Research or Engineering ; OR possess a certificate from advanced Professional Military Education relevant to Military Training and/or Military Planning

Clearance Requirements:

• Active Top Secret clearance with SCI eligibility.
• U.S. Citizenship is required for this position.
