(MTSI) is seeking an senior  C4ISR - National Intelligence Acquisition Analyst to support the Office of the Deputy Assistant Secretary of Defense for Strategic, Space, and Intelligence Portfolio Management DASD(SSIPM) in the C4ISR Directorate (primary focus will be on Space-related ISR platforms).  You will provide subject matter expertise related to the analysis of missions, program goals and objectives, and overall assessments of Intelligence Community systems and systems architectures.  This position will be in Washington, DC at the Pentagon.

Responsibilities:

As a senior C4ISR- National Intelligence Acquisition Analyst with MTSI you will provide subject matter expertise related to the analysis of missions, program goals and objectives, and overall assessments of Intelligence Community systems and systems architectures. You will support the Office of the Deputy Assistant Secretary of Defense for Strategic, Space, and Intelligence Portfolio Management DASD(SSIPM) in the C4ISR Directorate (primary focus will be on Space-related ISR platforms). You will provide acquisition oversight and program review of Intelligence Community Major Systems Acquisitions, requirements, and statutory documentation focused on development of Intelligence Community GEOINT and SIGINT systems and architectures; support OUSD(A&S) and Deputy Director National Intelligence in their roles as co-chairs National Intelligence Acquisition Board (NIABs); and support Intelligence Community Program Reviews of Major Systems Acquisitions (MSAs), Special Interest Acquisitions (SIAs), and Experimental Research Demonstrations (ERD).  This position will be located in Arlington, VA at the Pentagon.

Your essential job functions will include but will not be limited to:

  • Prepare, manage, and complete staff packages for programs in area of expertise and/or assigned to the portfolio (i.e. JROC Memos, ADMs, etc.)
  • As a SETA contractor, lead efforts and work as part of THE Team.
  • Serve as OUSD(A&S) Focal point and liaison with ODNI for Intelligence Community (IC) Major Systems Acquisitions (MSA’s), Special Interest Acquisitions (SIA’s), and Experimental Research Demonstration (ERD) Programs.
  • Support DASD(SSIPM), ASD(A), PDASD(A) and OUSD(A&S) in technical and programmatic reviews and assessments of Major System Acquisitions in support of key acquisition milestones decisions.
  • Coordinate across OSD, ODNI and the IC to develop Major System Acquisitions and ensure DoD equities are addressed.
  • Provide Subject Matter Expertise in planning and coordinating major system acquisitions across multiple echelons, agencies and government organizations; familiar with IC intelligence systems and DOD warfighting mission systems currently in place across the JADC2 and C4ISR domains.
  • Apply Subject Matter Expertise in GEOINT and support to SIGINT, Multi-INT, and Resilience across IC and DoD capabilities to support planning, management and system engineering of legacy and future system used to collect, target, plan, and execute kinetic and non-kinetic defense and intelligence missions.
  • Lead executive prep sessions and reviews with focus on ADM impacts and consequences as well as provide on the spot context about technical and programmatic nuances that my not be readily identifiable in charts and presentations in anticipation of executive level questions.
  • Ensure the staff has access to and understands all relevant program information prior to program evaluations, including any reserve aspects.
  • Communicate and coordinate programmatic information with external OSD stakeholders across Joint Staff, OUSD(I&S), DoD CIO, CAPE and other; capture stakeholder input and feedback and incorporate into future program evaluations, reviews, processes, and ADM’s.
  • Provide value-added input to independent program, technical maturation, and end-to-end assessments critical to understanding the technical and programmatic engineering and being prepared to prep/brief OSD executives (DASD/SSIPM, ASD(A), PDASD(A), OUSD(A&S).
  • Apply deep understanding of contract negotiations, program office management, and government relationships with contractors, relevant history of contractors with programs, and any lead-in contracts (e.g. Phase A) to aid the team in preparing and delivering deep dives with OSD executives.
  • Coordinate internal team activities and activities with external stakeholders across OSD and ODNI leading up to and supporting oversight of National Intelligence Acquisition Boards for Major System Acquisitions; prepare, track and maintain a standardized calendar of acquisition planning and oversight activities and events surrounding programmatic milestones, objectives, and reviews leading to one or more acquisition decisions simultaneously throughout the year.

Qualifications:

  • 10+ years of experience with Intelligence Community systems from an operational and programmatic perspective, with expertise with space systems.
  • Knowledge of Intelligence Community Direction 801 with acquisition program management experience.
  • Experience supporting senior DoD or IC staffs and work in coordination with Joint Staff, OUSD(I&S), DoD CIO, and OSD CAPE.
  • OSD Policy Staff Officer Experience Preferred (Agency Staff Officer minimum).
  • Focus on GEO INT
    • NI Portfolio Overview.
  • Focused Skill Sets:
    • PMO Experience (Acquisition Analyst - minimum).
    • DoD 5000 Series.
    • ICD 801.
    • Familiarity with ICD 503 and software development metrics.
  • Interagency Experience – NGA, NRO, DIA, NSA, ODNI
    • Mix of experience with multiple agencies preferred.
  • Holistic Systems Programmatic experience:
    • Engineering background is helpful.
    • Strategic Oversite and understanding of data flow from collection/sensor to mission execution.
  • NI Portfolio focus:
    • NGA Maven, Next Gen Radar Ground, etc.

Education Requirements:

  • Master's degree or higher level education.

Certifications Requirements:

  • DAWIA Level II or higher certification(s).

Clearance Requirements:

  • TS clearance with SCI eligibility.
  • U.S. Citizenship is required for this position.
