Responsibilities:

MTSI is seeking a Configuration and Data Manager with a TS/SCI clearance to be responsible for management and control of configuration and data management processes necessary to maintain Configuration Management (CM) and Document Control for an Air Force Life Cycle Management Center customer at WPAFB, Ohio. The individual shall apply knowledge of the fundamentals of configuration and data management to support numerous projects and programs, maintaining adherence to Government documentation management processes and procedures to control and track documents and provide traceability throughout the product life cycle.

Duties to be independently executed include but are not limited to:


• Assist in the development, management, and maintenance of Contract Data Requirement List (CDRL) requirements.
• Assist with the planning, development, and implementation of business management and configuration management processes and software.
• Participate in government reviews/meetings/working groups as applicable and in government and industry teams for the resolution of complex configuration management issues.
• Assist in Configuration Control Board (CCB) activities
• Review/develop/update applicable program documentation for configuration/data management relevant requirements.
• Review program-unique specifications to include system specifications, development specifications, and product specifications for both hardware and software, for proper format, content, and compliance with program requirements and appropriate standards; process requires for nomenclature and requests for Computer Program Identification Numbers (CPINs); and track the requests through the appropriate government agencies for responding back to the customer.
• Support the configuration control function, to include receipt, dissemination, processing, tracking, and final disposition of Advanced Change Study Notices (ACSNs). Engineering Change Proposals (ECP), Contract Change Proposals (CCPs), Requests for Deviation/Waiver (RFD/RFW), Deficiency Reports (DRs), Airworthiness Directive Notes, Service Introductions; review change proposals for thoroughness, configuration and data management impacts and compliance with government requirements; make appropriate recommendations for government review and disposition; assist in the preparation and conduct of CCBs and Business Management Boards (of their equivalent); assist in maintaining change proposal files; and assist in providing historical information.
• Support FCA, PCA, and compliance audits, to include audit planning, auditing hardware and software configuration items (CIs), and disposition and tracking of action items and minutes, and support other program and engineering reviews and technical interchange meetings, at government and weapon system contractor facilities.
• Maintain configuration status accounting databases and records to reflect the configuration status of baseline documentation and fielded systems and equipment.
• Assist data users and requesters with the selection and tailoring of Data Item Descriptions (DIDs); preparation of one-time and standard DIDs; and filling out Data Management forms such as CDRL and Contractor Data Requirements Substantiation (AF Form 585), update and maintain data management files and associated DID files.
• Provide support and expertise in organizing and issuing Data Calls in support of directorate programs and projects. This support shall include drafting of Data Call letters for government review and release.
• Provide review and recommendations on distribution statements and relevant Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), data rights clauses; evaluating change proposals for impacts to data; monitoring the delivery and approval of contract technical data.
• Support data reviews. This support shall include integrating inputs from program office/IPT functions into draft CDRLs, preparing data review documentation, participating in data reviews, drafting data, reviewing minutes, and following up and maintaining statuses of action items.
• Provide engineering data management support for program requirements including but not limited to, preparing or updating and maintaining any Engineering Data Management Plan; establishing and maintaining an Engineering Data Activity File; and providing technical support in the preparation of and conduct of Engineering Data Guidance Conferences and engineering drawings In-Process Reviews (IPRs).
• Support the DR process for originating, to include receiving, processing and tracking DRs; establishing and maintaining DR/Material Improvement Project (MIP) files and databases; providing disposition instruction for exhibits; and assisting in the planning and conduct of MIP Review Board meetings.
• Accomplish configuration management and data management (CM/DM) tasks necessary to support management operations functions. The Contractor shall provide an understanding in commercial CM standards and practices to support HQ or higher level taskings.
• Provide research, analyses, studies, documentation, briefing development, and assistance in briefing delivery as required to support headquarters (HQ) activities.
• Support initiatives to ensure that directorate data management practices support USAF efforts to ensure data is visible, accessible, understandable, linked, and trustworthy (VAULT) including development and maintenance of databases or commercial tools

Qualifications:

Required Skills and Experience:


• Must have a motivated, self-starter mentality and demonstrated ability to lead, develop, implement, and/or own projects, programs, or processes.
• Must have the ability to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners.
• Must have excellent organizational management skills.
• Must have excellent written and oral communication skills.
• Must be proficient with Microsoft Office products (Word, Excel, PowerPoint, Project, Teams).
• Must have the ability to work on high-visibility/mission critical projects and interact with a variety of stakeholders from individual contributors to senior leadership.
• Desire to learn new tools and adopt digital engineering business practices.
• Must possess a current Top Secret clearance with SCI eligibility

Desired Skills:

• 5+ years of expereince
• Knowledge of government policies, directives, standards, handbooks, and pamphlets as well as DoD adopted industry standards relating to CM/DM is highly desired.
• Demonstrated knowledge of CM/DM input requirements for program plans and SOWs, PWSs, CDRLs, Section L-Instructions to Offerors, and Section M-Basis for Award for RFPs, Military Standards (MILS) and Change Letters is highly desired.
• Experience managing change control activities and CM databases, supporting Configuration Control Board (CCB) and CM functions, and coordinate Engineering Change Proposal (ECP) or change comments with other organizations is highly desired.
• Experience with business management and/or configuration management software.
• Knowledge of current DoD acquisition regulations/policy and applicable Federal Acquisition Regulations
• Knowledge of the Air Force Life Cycle Management Center’s framework, directives, and policies

Education Requirement:


• Baccalaureate or graduate degree desired

Security Clearance Level Required: TS/SCI with in-scope SSBI
