Modern Technology Solutions, Inc. (MTSI) is seeking a Test and Evaluation (T&E) Engineer to fill a SETA (Scientific, Engineering, and Technical Assistance) position with the Space Development Agency (SDA). SDA is breaking the norms of the DoD acquisition cycle, delivering a new tranche of hundreds of satellites every two years. SDA is a fast-paced organization and is changing the way that the Department of Defense acquires space systems by building the Proliferated Warfighter Space Architecture (PWSA). The PWSA consists of several layers, including the Transport Layer, the Tracking Layer, and the Support Layer. The Transport Layer provides the backbone of the PWSA through the development and deployment of optical intersatellite links on hundreds of satellites and the space-based implementation of tactical data links. The Tracking Layer provides real-time threat detection and characterization, The Support Layer enables the architecture through the development and deployment of the ground segment. The T&E Engineer will support the Government in the development and execution of test and evaluation plans for Tranche 2 of the PWSA. The T&E Engineer has the opportunity to define new test strategies and procedures to support SDA’s new way of acquiring systems – rapid development and updates of cyber=physical systems. This position may be remote, but regular access to one of SDA’s Operations Centers (Grand Forks, ND and Huntsville, AL) or SDA headquarters (Chantilly, VA) is preferred.

Responsibilities:
As a Test and Evaluation Engineer with MTSI, you will apply knowledge and expertise to perform develop and execute system level test and evaluation strategies. Occasional travel will be required. Applicant will provide test and evaluation support to SDA, specifically focused on Tranche 2. This role includes supporting the development and execution of tests of the Proliferated Warfighter Space Architecture. The applicant will have the opportunity to define new test process and procedures to work within SDA’s spiral delivery mechanism. Remote work is a possibility, but preferred locations are near to one of SDA’s Operations Centers: Grand Forks, ND and Huntsville AL or near SDA’s technical headquarters in Chantilly, VA.
Your essential job functions will include but may not be limited to:
- Overseeing the design and development of the PWSA Tranche 2 test and evaluation plans
- Provide test-focused guidance in review of PWSA spacecraft and ground system contractor test and evaluation plans, system verification plans, and other systems engineering processes and documents
- Work with the DoD test communities to develop the PWSA test strategy to ensure successful transition to operations
- Writing test plans and procedures
- Reviewing contractor test plans for completeness and working with the contractor to update the plans
- Overseeing test execution
- Writing test reports
- Developing and delivering briefings for SDA leadership regarding the test program
Qualifications:
- Test background (space systems preferred) to include test plan writing, test design, test conduct, reporting, and anomaly resolution
- 5+ years’ experience working DoD or Intelligence community test programs
- Experience or knowledge with agencies in the DoD test community
- Experience or knowledge with contractor testing community
- Knowledge of DoD test processes
- Strong work ethic with the willingness and flexibility to adapt to changing direction
Preferred/Desired Experience:
- 5+ years’ experience in the DoD or Intelligence Community
- Experience working with commercial and/or Government satellite systems
- Experience with risk analysis
- Agile and/or rapid fielding experience
- Detailed knowledge and experience in one of the following areas:
- Optical communications links
- IR sensor processing algorithms and sensor hardware
- Mesh networking
- Tactical data links including IBS or Link 16
Education Requirements:
- Bachelor’s degree in aerospace engineering, electrical engineer, systems engineering, physics, or a closely related field from an accredited university (REQUIRED)
- Master’s degree in aerospace engineering, electrical engineer, systems engineering, physics, or a closely related field from an accredited university (DESIRED)

- Active Secret Clearance (Required)
- Active Top Secret Clearance (Desired)
- TS/SCI Eligibility (Required)
- U.S. Citizenship is required for this position.
