Responsibilities:

As a Acquisition Program Management Advisor with MTSI you will assist COR, PEM and PM with the refinement of requirements documents and acquisition program documents used to meet overall program requirements.

Your essential job functions will include but may not be limited to:

  • Assist PEM/PM in reviewing requirements and documentation for various existing contracts for the development of guidance material and intended to provide technical advice to the requirements manager(s).
  • Advise the requirements owner/manager on matters pertaining to regulations, policies, procedures, and best practices.
  • Assist PEM/PM with drafting appropriate justification for other than full and open competitive acquisitions; Assist/advise the PM and COR during relevant program discussions.
  • Assist PEM with acquisition data calls or audits as required. Assist/advise PEM in the analysis and evaluation of requirement matters and the initiation, development, and execution of acquisition strategy, ensuring compliance with policies, procedures, regulations, and statute.
  • Responsible for assisting PEM to develop and review acquisition strategies; acquisition concept development; acquisition documentation; acquisition design, development, test or production documentation; and acquisition budgetary or financial information.
  • Assist in developing Procurement Data Packages (PDPs) and supporting documentation needed to prepare the procurement action for contractual processing.
  • Recommend/assist PEM to analyze, review, and update acquisition and program documentation consistent with program requirements, milestones, and oversight compliance.
  • Review PRs, MIPRs, Contracts, and Modifications for PEM and Contracting Officer review.
  • Assist PEM/PM with preparation of performance work statements (PWS), statements of objectives (SOO), and statements of work (SOW).
  • Provide assistance to PEM in review edit, draft, and develop PWSs, SOOs, and SOWs as required by the PEM/COR/PM to ensure tasks are well articulated with sufficient detail for PM recommendation to the Contracting Officer.
  • Define project scope, goals, and deliverables in collaboration with Senior Leaders and key stake holders.
  • Develop detailed project plans, including tasks, timelines, and resource allocation.
  • Will work with Senior Leaders in managing task related to activities involving IT and/or Security to ensure that they stay within budget while managing the overall delivery of these activities.
  • Manage project team(s) to ensure projects/activities are completed on time and within budget.
    Communicate issues, risks, and interdependencies for all projects and activities with Senior Leaders and other applicable stake holders.
  • Assist with identifying and engaging local SME and/or other agencies to support implementation activities (as required).
  • Assist Senior Leaders with establishing a vision, direction, and specific objectives and assist with integrating that vision across the organization(s).
  • Leverage in-depth community knowledge to assist Senior Leaders and other organizations and/or agencies in the acceptance of complex ideas where difficult (but necessary) to achieve goals and objectives.

Qualifications:

Required Skills, and Experience:

  • 20+ Years of experience.
  • Experience with DFAR/FAR /ITAR regulations.
  • Experience in a dynamic operational environment with high demand and customer interaction.
  • Experience in T&M, F.P., FFP/LOE, CPFF, ID/IQ, CPAF, CPFF, BPA’s, OTA, and other relevant knowledge.
  • Experience as a Program/Project Manager as it relates to IT project management, project integration and transition management.Experience with budget management and logistic/procurement support.
  • Project Management Professional certification, DAWIA legacy certification DESIRED

Education Requirements:

  • Bachelor’s Degree in a Relevant Technical Discipline. 

Clearance Requirements:

  • Active TS/SCI clearance is required.
