Responsibilities:

Modern Technology Solutions Inc. (MTSI) is seeking a highly experiencedRequirements Management Engineer (SME) to provideSystems Engineering, Integration, & Test (SEIT) support to the United States Space Force (USSF) Operational Command and Control (C2) Acquisition Delta responsible for developing software and the supporting architecture for the organize, understand, plan, decide, direct, and monitor capabilities within the C2 Joint Capability Areas (JCAs) in theSystems Engineering and Technical Advisory (SETA) role.The candidate should be a self-starter who possesses initiative, excellent communication skills, the ability to lead and tocollaborate effectively with cross-functional teams, and a proven problem solver.

Jobresponsibilities will include, but may not be limited to:

  • Performing requirements decompositionderived from documents such as Joint Requirements Oversight Council (JROC) products (e.g., the Software Initial Capabilities Document for Space C2), headquarters requirements, and guidance memorandums
  • Using current best practices for assessing and prioritizing the requirements to ensure they are feasible, clear, and aligned with mission requirements / metrics to development activities such astraceability of JROC requirements to USSPACECOM Design Reference Missions 
  • Establishing traceability matrices to track requirements throughout each individual systems lifecycle, ensuring that all requirements are addressed in the final deliverable
  • Documenting functional and non-functional requirements, use cases, and specifications
  • Allocating performance specifications and requirements to development activities
  • Interfacing and coordinating with stakeholders to ensure technical accuracy and verify correct capture of requirements for inclusion in requirements documents
  • Liaising between technical teams and non-technical stakeholders to ensure a shared understanding of the requirements
  • Coordinate and participate in technical meetings, generate requirements products as defined by the customer and stakeholders
  • Working with MBSE counterparts to tracing requirements
  • Validating requirements through completeness, consistency, validity, realism, ambiguity, and verifiability checks
  • Performing cross-organization requirements satisfaction assessments, identifying alternative options for closing on total requirements scope
  • Supporting requirements allocation excursions to include recommending requirement allocation to external parties where appropriate
  • Coordinating requirements allocation and status of delivery against requirements with both internal and external stakeholders
  • Managing changes to requirements throughout the project lifecycle, ensuring that all stakeholders are informed and that changes are documented and analyzed for impact
  • Maintain a tracking tool of all ongoing requirements and change requests for leadership situational awareness
  • Updating the contents of the requirements database to align with approved database changes, additions, and closures
  • Serving as the secretariat for requirements Working Groups and supporting Integrated Product Teams (IPTs), maintaining stakeholder rosters, coordinating meeting invitations, arranging for conference room reservations, and documenting meeting minutes and action items
  • Identifying, tracking, and assisting in resolution of action / watch items resulting from the test requirements management process

Qualifications:

Required Experience:

  • 15 years of relevant DoD/IC or relevant industry work experience
  • 8 years of relevantrequirements breakdown and tracing experience
  • 2 years ofworking in Special Access Programs (SAP)and/or TS/SCI
  • Demonstrated experience with management of a database tools (DOORS, Access, Jira, SQL)
  • Must be highly skilled in problem-solving and leadership abilities 
  • Strong communications and collaboration skills
  • Must have extensive Requirements development and management experience
  • Extremely motivated individual who is a self-starter and works well in a fast-paced team environment
  • Strong interpersonal skills to enable working, interfacing, and interrelating with diverse personnel and dynamic teams
  • Excellent analytical and organizational skills, specifically attention to detail along with effective time and project management skills
  • Experience with presenting and communicating technical data to government and leadership audience
  • Willingness to mentor colleagues

Desired Experience:

  • Experience working with DoD or IC acquisition organizations
  • Experience working specifically on a SEIT or SETA contract
  • Experience working with Space Systems Command (SSC)
  • Understanding software related topics such as database design, content management systems, and enterprise service bus architecture
  • Familiarity withDevSecOps implementation and execution 
  • Familiarity with Continuous Integration and Continuous Delivery (CI/CD) pipelines executing in parallel
  • Experience designing database tools (DOORS Next Gen, Access, SQL)
  • User experience with Systems Modeling Language (SysML)/MBSE (i.e. CAMEO or SparxEA)
  • Experience with requirements development using MBSE methodology and/or integrating requirements database with MBSE artifacts (e.g. Datahub)

Education /Certification Requirements:

  • B.S. degree in Systems Engineering or a related field (required)
  • M.S. degree in Systems Engineering or a related field (desired)

Security Clearance Level Required:

  • Top Secret(Must be a U.S. Citizen)
  • SCI eligible
  • SAP eligibility

Location/Travel Requirements:

  • Place of work isEl Segundo, CA area, remote work opportunity is limited
  • May require travel up to 20% of time within the continental United States

The pay range for this position in California is $180,000/year to $220,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
