Modern Technology Solutions Inc. (MTSI) is seeking a Senior DecSecOps Engineer Lead to provideSystems Engineering and Technical Assistance (SETA) to the United States Space Force (USSF) in support of the Operational Command and Control (C2) Acquisition Delta responsible for developing software and the supporting architecture for the organize, understand, plan, decide, direct, and monitor capabilities within the C2 Joint Capability Areas (JCAs).  The candidate will be responsible for assisting the Acquisition Delta to design, implement, and manage a DevSecOps software development environment in support of rapid agile development of solutions to protect, defend, and respond to both ground and space based threats. The successful candidate will possess excellent problem solving skills, initiative, strong written and verbal communication skills, and the ability to collaborate effectively with cross-functional teams.

Responsibilities:

Your essential job functions will include but may not be limited to:

  • Developing activities to adhere to Scaled Agile Framework (SAFe)
  • Ensuring development and software continuous integration continuous delivery (CI/CD) uses security best practices throughout the process.
  • Ensuring capabilities that are deployed are tested and meet security requirements.
  • Working with cloud deployment activities to ensure configurations meet NIST, STIG, JSIG and other DoD required security standards.
  • Recommending and implementing automation routines for various repeated tasks.
  • Defining, creating, reviewing, and maintaining configuration for application deployments, pipelines, services, etc. including the associated required compliance measures.
  • Identifying and implementing needed alterations/configurations for various NIST, JSIG, and DISA requirements for elevated classification environments.
  • Leading a DevSecOps team, collaborating with others to continuously deliver products and value for the organization and its customers.
  • Championing Agile development processes and adoption of modern DevSecOps workflows and practices while providing technical guidance to team members and co-workers on best practices.
  • Ensuring development and software CI/CD uses security best practices throughout the entire process.
  • Identifying and mitigating technological or process related risks impacting development.
  • Setting up and managing the development environment, configuring, and maintaining various cloud-based services, and managing/maintaining/enhancing CI/CD pipelines.
  • Innovating and recommending improvements for software and/or data delivery and conveyance.
  • Recommending prioritized fixes to the customer to implement quickly and efficiently for production incidents to support user-base in complex environments.

Qualifications:

Required Experience:

  • At least 15 years of relevant experience performing engineering activities.
  • At least 3 years of Special Access Program (SAP) experience in the last 6 years.
  • At least 3 years’ experience in container-based technologies such as Docker, Kubernetes, etc.
  • Experience with CI/CD systems and writing pipelines with tools like GitLab CI, Jenkins, or related technology.
  • Demonstrated experience implementing Infrastructure as Code with technologies like Terraform, Ansible, CloudFormation, or related technology.
  • Expertise in DevOps technologies, concepts, and agile methodologies.
  • Understanding of Modern programming languages (C++, Python, Java, etc.)
  • Knowledge in Multi-Level Security environments that have an ATO and/or C-ATO.
  • Experience with Mattermost, Jira, Jira Align, Confluence, and Outlook.
  • Proven ability to collaborate with multidisciplinary teams of analysts, developers, data scientists, operators, and subject-matter experts.
  • Possess strong analytic skills and be capable of operating in a multi-tasking environment.
  • Must have strong verbal and written communications skills with ability to provide briefings to program office staff about ongoing efforts.

Desired Qualifications:

  • Relevant DoD and/or Industry work experience in Space Systems Command
  • Experience with SSC or SpoC Cyber Operations Branch program offices
  • Familiarity with security procedures while working in a SCIF/SAPF environment.
  • Experience with DoD Acquisition Lifecycle experience and/or Rapid Acquisition / Rapid Delivery experience.

Education and Certification Requirements:

  • B.S. degree in computer science, software engineering, data science, software development or STEM related specialty and 14 years’ related professional experience
  • Or Master’s degree in computer science, software engineering, data science, software development, or STEM related specialty and 12 years’ related professional experience
  • Must have SAFe for Teams certification
  • DevSecOps certifications (Kubernetes, Cloud, IaC, GitLab, etc.) and certifications in security (e.g., CISSP, CISM, CISA) are advantageous.

Security Clearance Level Required:

  • Top Secret, SCI eligible (please note: U.S. Citizenship is required).
  • Eligibility for access to SAP Information.

Travel Requirements:

  • Place of work is El Segundo, CA area, remote work opportunity is limited.
  • May require travel up to 20% of time within the continental United States.

The pay range for this position in California is $170,000/year to $215,000/year; however, base pay offered may vary depending on established government contract wages, job- related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
