Responsibilities:

MTSI is seeking a Senior Cost Analyst capable of leading and executing cost estimating and analysis activities for the Army PEO Aviation, Future Attack Reconnaissance Aircraft (FARA). The candidate will be supporting the FARA Business Management Division. Responsibilities: Your essential job functions will include but may not be limited to:

  • Ability to work within a team to resolve issues and present solutions to senior leadership
  • Cost Estimating and Modeling Develop cost models and incorporate cost risk analysis
  • Prepare estimates for changes in technical and/or funding baselines
  • Prepare independent government cost estimates for Acquisition Strategy Panels Participate in CARD recommendations and engage in reviews of cost models and data accuracy and adequacy both internally and with OSD CAPE Cost Analysis Coordinate information with programs and functional areas
  • Prepare and provide Analyses of Alternatives, Business Case Analyses, and mid-term and far-term architecture planning studies Conduct data normalization, statistical analysis and empirical analyses using applicable databases Cost Data Analysis and Collection Develop initial cost data collection plans and validation methods for earned value and other contractor cost data reporting requirements Development and maintenance of Government owned cost databases
  • Prepare and participate in cost scenario reviews
  • Prepare unit cost data for congressionally required reports Affordability Analysis Assist in the preparation of prioritized requirements lists and their justification
  • Participate in affordability reviews providing the data’s basis and to identify potential trade-offs, provide impact and assess alternatives
  • Provide the cost estimates to support agency budget submissions and acquisition baseline documents
  • Develop and defend the FARA Program Office Estimate (POE)
  • Develop and defend the Independent Government Estimate (IGE), provide input to G8, WSR budgeting process Develop and defend Cost Benefit Analysis (CBA) and Business Case Analysis (BCA)

Qualifications:

Qualifications:

  • 12+ years of related experience. Experience using ACEIT and the MS Office suite of programs.
  • There is no travel anticipated.
  • Bachelor’s Degree. Master’s Degree Desired.

Desired:

  • Experience working in an organizational Headquarters run by a general officer or SES. Familiarization/experience with the Army’s budgeting and cost estimation processes.
  • Experience working with rapid acquisition and/or accelerated programs.
  • Familiar with development and maintenance of cost policy process improvements

CLEARANCE

  • Current Secret Security Clearance Required.
