Modern Technology Solutions, Inc. (MTSI) is seeking a Program Security Specialist to support the 53d Test and Evaluation Group (TEG) Experimental Operations Unit (EOU) at Creech AFB. Candidate will be responsible for work in a fast-paced, dynamic environment supporting the initial standup and follow-on sustainment of the Air Force’s first Collaborative Combat Aircraft (CCA) unit.

Responsibilities:

This position has the primary responsibility of ensuring the overall management of the EOU’s administrative, personnel, and physical Special Access Program (SAP) security. The candidate will be directly supporting the USAF’s newest weapon system by assisting in the development of unit security doctrine, personnel construct, facilities, and policy concepts related to CCA. The successful candidate will be able to work effectively with cross-functional teams, including engineers, operators, and analysts, and will have strong problem-solving, adaptability, communication, leadership, and attention to detail skills.

Candidate will be responsible for providing Secret Collateral Security, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) Security subject matter expertise in support of the coordination, execution, and management for the Experimental Operations Unit (EOU) security program. Candidate will also be responsible for providing support to security related matters for training and test events. Tertiary responsibilities may include national level exercises/demonstrations/experiments on behalf of Higher Headquarters organizations. Assists the local government and contract security professionals and the Project Manager in all duties listed below.

Essential job functions will include but may not be limited to:
• Conduct initial and annual security training for assigned personnel, annual self-inspections/reviews, and staff assistance visits.
• Indoctrinate new personnel; debrief personnel when access approvals removed.
• Provide annual / recurring security training to all briefed unit personnel.
• Serve as key adviser to unit leadership on PERSEC matters and/or SAP access requirements / qualifications / restrictions.
• Develop and maintain comprehensive security standard operating procedures outlining the security policies/guidance for conducting classified activities within special access program facilities (SAPF) / sensitive compartmented information facilities.
• Identify, report, and document security incidents in accordance with DoDM 5205.07 Vol 1-4, the Intelligence Community Directives, and applicable service regulations / instructions for collateral requirements.
• Provide overall SAP security administration and management and performing duties outlined in the DoDM 5205-series regulations.
• Serve as the primary focal point within the USG facility.
• Serve as Top Secret Control Officer, if appointed.
• Review system security plans and other documents developed pertaining to unit security; administers all SAP Nomination Packages.
• Maintain personnel security folders on all individuals.
• Maintain all facility / physical security accreditations for each assigned SAPF.

Qualifications:

Required Skills:

• Minimum of 5 years of experience in Secret Collateral, SAP, personnel, physical, and information security.
• Minimum of 3 years of experience with exercise and/or testing security policies, practices, and procedures.
• This position will require a strong ability and willingness to work in a team environment, with demonstrated leadership and customer interface skills.

Desired Skills/Experience:

• 10+ years of recent experience (within the last 12 years) with tactics, and exercise/experiment/test coordination and execution.
• 10+ years of Special Programs Security Officer experience. Prior experience providing support for exercises or tests at Creech AFB or Nellis AFB.
• Special Program Security Certification (SPSC), Security Fundamentals Professional Certification (SFPC), or Physical Security Certification.
• Intermediate working knowledge of MS Access.
• Prior experience with construction, accreditation, and maintenance of SCIF/SAP Facility (SAPF).
• Performing as or assisting Information Systems Security Officer (ISSO) to gain interim/final authority to operate (ATO) or interim authorization to test (IATT) for equipment, networks, and/or software.
• COMSEC Responsible Officer experience highly desired.

Educational Requirements:

• Bachelor’s or Master’s degree desired.

Security Clearance:
• TS clearance with in-scope SSBI required.
• Ability to obtain and maintain SCI/SAP clearances required. Current SCI desired.
• All hires will be contingent on candidate meeting requirements for and gaining required security clearances.

Travel Requirements:
• Routine travel is not expected but may be required based on mission requirements.
• Non-traditional work hours will be required at times.
• Expectation is that work will be performed onsite.
• Occasional telework options may be available with approval from mission partner.
