Responsibilities:

How you will contribute to our National Security and Defense mission:


As a Security professional with MTSI, you will be responsible for supporting customers in Special Access Programs (SAP) and Sensitive Compartmented Information (SCI) facilities. You will interact daily with program managers, engineers, financial managers, other security personnel, and industry subject matter experts across multiple Services supporting Department of Defense (DoD) Services and Agencies, and Intelligence Community (IC) customers. This position will be located at Wright-Patterson AFB, OH.

Responsibilities:


Personnel performing in this position shall be experienced and motivated Security professionals with the necessary skills to provide the Anti-Tamper Executive Agent Field Program Office (ATEA FPO) security support services in a classified work environment.


Your essential job functions will include but may not be limited to:


• Program Security Management Support: provide overall security support, and other duties assigned for the management and oversight of all unit SAP/SCI activities. Responsibilities include but are not limited to; developing & implementing security policy and guidance for conducting classified operations & activities. Provides guidance and assistance to unit personnel in accordance with program directives, security classification guides (SCG), the National Industrial Security Program Operating Manual (NISPOM), Joint Access Database Environment (JADE) regulations, Intelligence Community Directives (ICD) and other applicable Department of Defense (DoD) guidance. Must possess the ability and written communication skills to develop detailed security products such as: National Interest Determinations (NID), Standard Operating Procedures, security plans and facility accreditation packages. Must be familiar and functional with the Defense Information System for Security (DISS) and Industrial Security Facilities Database. Will process, review and edit unit and incoming security documentation to include but not limited to Facility Accreditations, Test Plans, DD 254s, Standard Operating Procedures, OPSEC plans and other detailed reports.


• Administer the Personnel Security Program: advise unit personnel on current personnel security policies and procedures for obtaining and maintaining SAP/SCI/CNWDI access. Assist in managing SAP access quotas and maintains program access rosters. Prepares & reviews Program Access Requests (PAR) IAW the Special Access Program Nomination Process (SAPNP) and prepares letters of compelling need (LOCN) packages. Reviews the DISS/DCII databases to confirm clearance information and send visit certifications. Will be responsible for entering privacy act information, foreign contact/travel information and program access data into the JADE system. Must be able to utilize the JADE system to produce access rosters, visitor certification, program hierarchy access lists and other specialized reports. Will maintain accurate unit personnel security files that contain all required documents as required.


• Data transmission and control: be responsible for proper preparation and dispatch of classified mail packages to other agencies. Protects, transmits/receives classified materials, contractor proprietary and sensitive information via classified networks and secure fax. Enforce two person integrity requirements to upload/download files onto secure networks. Documents and controls all magnetic media throughout its lifecycle. Must protect all classified information and contractor proprietary/sensitive materials without incident.


• Physical Security: be responsible for physical security of the unit’s classified facilities to include entry control, issue badges, generate meeting rosters, conduct entry/exit checks and ensure prohibited devices are not introduced into the facilities. Must be able to activate alarms, enter unit personnel into the system, conduct alarm tests and initiate guard force response tests. Maintain an accurate door/safe combination database & change cypher/lock combinations.


• Operations Security (OPSEC) Program Administration: assist in identifying OPSEC indicators, vulnerabilities & countermeasures to protect classified operations, programs and resources. Assists with the development, implementation and enforcement of OPSEC & ensures unit personnel are aware of current OPSEC concerns and unit security posture.


• Security Education and Training Program Administration: support development and implementation of SAP/SCI security education and training program that is tailored to meet specific security requirements of the unit. Develop and conduct initial, refresher and supplemental SAP/SCI security briefings and documents the training.


• Contract Alternate Special Security Representative (CSSR): If TS/SCI cleared, open/close special compartmented information facilities (SCIFs), perform end-of-day security checks, and maintain security codes and combination locks during normal and extended duty days, and after-hours alarm response in accordance with AF and DoD requirements. Under the oversight of the government SSR, administer the SCI security program and maintain applicable SCI directives/regulations. Properly account for, control, transmit, transport, package, and safeguard SCI. Provide for destruction of SCI by authorized means. Disseminate SCI only to persons authorized access to the material. Conduct and manage SCI personnel, information, physical, and technical security (e.g. TEMPEST and TSCM) actions and procedures. Report and assist in investigating all unauthorized disclosures of classified intelligence information. Conduct a continuing SCI security education training and awareness program to ensure all SCI-indoctrinated individuals are kept apprised of the requirements and guidelines for protecting SCI. Training will include annual training of original classification authorities and biennial training derivative classifiers.


• Maintain appropriate accreditation documentation for the SCIF, communications system, and is under the organization's security cognizance. Report to the Special Security Office (SSO) all reported derogatory information on SCI-indoctrinated personnel. Take appropriate action as required by applicable DoD personnel security regulations. Maintain continuing liaison, as required, with the SSO security officials.

Qualifications:

• 4+ years of relevant DoD work experience (years of experience may be waiverable with customer approval)
• 18+ months’ experience in a SAP or SCI environment (SAP experience may be waiverable with customer approval)


Education:


• Bachelor of Arts/Bachelor of Science (BA/BS) (Experience may be considered lieu of education)


Even better if you have these desired skills:


• Familiarity with ICD 705
• Ability to multitask, prioritize, and manage time efficiently


Clearance Requirements:


• Possess an active Top Secret security clearance, based upon a Single Scope Background (SSBI/SBPR).
• Must be eligible for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) access.
